Take-Two Interactive CEO Strauss Zelnick has expressed deep frustration over the prolonged development of the next BioShock title, admitting the studio squandered significant time and resources on creative “dead ends.”

A Decade of Stalled Progress
Zelnick recently addressed the status of the project, noting that while he maintains a calm demeanor regarding business challenges, the nearly decade-long development cycle for the new BioShock has been a source of profound disappointment. Despite the delays, he claims he was never truly surprised by the team’s struggles, framing the situation as a byproduct of the inherent risks in large-scale entertainment production.
The franchise has been dormant since the 2013 release of BioShock Infinite. Although 2K Games officially announced the development of BioShock 4 in 2019, the title has since become a subject of speculation, with fans waiting years for substantial updates that have yet to materialize.

The Cost of Creative Dead Ends
“In retrospect, we wasted a lot of time and money chasing down some creative alleys that turned out to be dead ends,” Zelnick stated. He described the process as a common hurdle in massive team projects, where the final vision only becomes clear once various elements begin to coalesce, a discovery process that can prove both time-consuming and expensive.
Reflecting on his four-decade career as an executive, Zelnick emphasized that he does not manage the business through reactive surprises. Instead, he maintains a pragmatic outlook on the volatility of game development.
Restructuring and Future Outlook
To address the stagnation, 2K implemented significant changes at developer Cloud Chamber throughout 2025. This included a major round of layoffs impacting over 80 positions and a leadership shakeup, with former Diablo boss Rod Fergusson stepping in to replace fired studio head and Firaxis veteran, Kelley Gilmore.
While Zelnick noted that he is “feeling a lot better” about the project’s current trajectory following these interventions, BioShock 4 still lacks a firm release date.
